Pre-Apprenticeship Training for Young People: Estimating the Marginal and Average Treatment Effects

Abstract This paper evaluates traineeships, a voluntary programme of work placement and preparation that aims to help young unemployed people in England compete for jobs apprenticeships. Applying the method local instrumental variables administrative data, we estimate marginal treatment effects on apprenticeship take-up employment. The heterogeneous impacts are then aggregated form an average impact all participants. results suggest that, among younger trainees, participation increases probability becoming apprentice this holds across distribution unobserved heterogeneity. For older find no significant effect but some evidence negative those more resistant participating. We employment either age group.
